Standards & Requirements
*The Uniform Standards of Appraisal Practice
In 1987 the federal government established a detailed list of minimum standards for appraisers, known as The Uniform Standards of Professional Appraisal Practice or USPAP. All appraisal reports must include a signed and dated certification that these USPAP requirements have been fulfilled. The USPAP exam must be successfully re-taken every five years to ensure familiarity with recent USPAP updates and to maintain ASA certification. Among the many stipulations, USPAP requires that the appraiser act as a neutral, disinterested third party that reports the facts in an unbiased manner. These requirements comprise the Code of Ethics and Standards to which all appraisers must adhere.
The Appraisal Foundation, has been authorized by Congress as the source of appraisal standards and appraiser qualifications.
ASA requirements for Appraisal Candidate Member:
• Minimum 2 years full time appraisal experience
• Four-year college degree or equivalent
• Investigation of personal and business references to insure business reputation, good citizenship, professional ethics and financial responsibility.
• Passing of Code of Ethics test
• Passing of USPAP test
• Passing of Level one through four of Appraisal education courses
UCI Appraisal Certificate requirements
• 150 hours of continuing education courses in Appraisal Studies for Fine and Decorative Arts
Internal Revenue requirements for a "Qualified Appraiser"
• A "Qualified Appraiser" is one who has been working in this field of valuation, has formal education in appraisal studies and is a member in good standing of a recognized appraisal organization.
